No. Police don't show on your minimap during a chase in GTA 6, and from what people saw at the previews, enemies in general are off it too. No red and blue dots, no vision cones.
To find them you use Focus, which picks them out through walls and cover. Rob Nelson: "You have to think more. You can't just play the game and avoid their little vision cones anymore." He said it "can be harder," and that it's fun, depending on the wanted level.
Coming from GTA 5? Practice Focus somewhere quiet before your first big chase.
